The monthly meeting for December 2015 was held on 27-12-2015.

The meeting witnessed gathering by a large number of members.

The members celebrated the birthday of senior member shri Ami Lal Sharma who turned 83 years

old on 25-12-2015 who also hosted snacks for every one present.

A couple of new members joined the association and most of them were females.

Updates on pension-updation and medical facilities were discussed in the meeting.

Letter by AIRBIOPF to the Governor

Holiday Homes facility -RBI Retirees debarred on weekends

We reproduce here the self explanatory contents of our letter
dated 7th December 2015 addressed to the Governor, Sh. Raghuram G. Rajan, regarding curtailment of Holiday Home facilities to RBI retirees.

The retirees from Reserve Bank of India all over the country were hitherto availing of the facility of the VOFS (Visiting Officers Flats) / THH(Transit Holiday Homes) / HH(Holiday Homes) for the purpose of staying while on tour in the various parts of the country where the RBI has its offices / branches on all days subject to availability. The facility was extended even to the places of tourist importance where the RBI had acquired holiday homes for its employees. However, it has come as a shock to us and all our members that the Bank has now issued instructions to curtail / restrict these facilities for Holiday Homes to weekdays only excluding Saturdays/Sundays/Holidays. This virtually amounts to stopping/ withdrawal of the facility unilaterally.
It would be pertinent to note that with the meagre resources of help from their kin, the retired employees make tour programs for visiting different parts of the country at one go and a tour lasting a week or more always includes Saturdays, Sundays, and Holidays. As such, denial of the facility for these days will in reality be denial of the facility for all days.
According to the latest information, total staff strength in RBI has come down to 16671 from about 38000. However, the number of Holiday Homes which the bank had acquired was keeping in view the strength of 38000. This amply shows that as a matter of fact, the necessity of lesser working staff can very well facilitate continuance of the facility for retired employees on all days, without affecting in any manner the requirement of working employees of the Bank.
Thus, the decision to restrict the visit of retirees is regressive. It seems to represent a thinking where the senior citizens are considered as dead wood, not requiring any comfort vis-à-vis working employees. Please do not forget that all working employees will be retired employees, one day in future.
It may not be considered as our advice or sermon, but we feel that the RBI Management should emulate Government Ministries/Departments like Railways, Airlines, MTNL, Hospitals, and even Courts who are providing, among other amenities, extra facilities to their retired employees and senior citizens to travel and stay on tour on liberal terms in Government guest houses / circuit houses on all days subject to availability.
We, therefore, request you as the Head of the RBI family, to have sympathetic consideration for retirees who are already suffering monetarily due to denial of Pension updation. And, please be kind enough to restore the facility available to retirees, who were once working employees, on all days. We earnestly hope and trust that the curtailed facility will be restored forthwith so that we may not be forced to highlight injustice done to our members who are retired employees in any other forum inclusive of social media.Awaiting for a positive response soon in the matter.”

GOVERNOR CALLED NETAS AND THEY DEMANDED TWO THINGS—RESOLVE WITHIN A TIME FRAME—SAY ONE MONTH—BY DECEMBER.

THERE IS ALSO A POSSIBILITY OF INTERIM  RELIEF.

AFTER THIS ASSURANCE RTGS WAS RESUMED AT 11 A.M

MAFS- Bank's Dispensary Facilities for retired employees

Bank's retired employees who are members of MAFS are being extended dispensary facilities as
per instructions issued vide para             12   of Master Circular on MAFS         2015    (CO.HRMD.No.G
28/81/19.01.00/2015-16       dated July      01,   2015). It has been brought to our notice by the
representatives of the retired employees that the retirees are facing problems in consulting the BMO/BMCs, getting medicines, etc.
2. You are advised to convene regular half yearly/quarterly meetings with the representatives of
the retired employees associations to resolve local issues like availability of medicines (as per list
of medicines approved by local drug committee), issue of credit slips, services rendered by the
BMO/BMCs, etc.
3. In order to facilitate retired employees to furnish their feedback/grievance etc. it has been decided to introduce suggestions/complaints register in each full-fledged dispensary. Regular monitoring of the same may be done to resolve the local issues, if any. For policy related issues a reference may be made to central office.

4. It may be ensured that basic facilities such as wheel chair, stretchers, etc. are readily available at the dispensaries. Arrangements may also be made to display permanently phone numbers of ambulance services, which can be contacted in case of emergencies.

5. The above instructions may please be brought to the notice of all concerned.

Pension updation for RBI retirees – a test for RBI autonomy-S.S. Tarapore

Mr. S.S. Tarapore is an economist. He joined Reserve Bank of India in 1961 as Research Officer and retired in 1996 as Deputy Governor. He runs his own Multi-Language Syndicated Column. Referring to the long-standing issue of pensions ( Problem of Retirees in RBI)  in his column ‘Common Voice’-in an article titled ” A glimpse into RBI annual report ” he urges RBI “…to use the retirees’ pension issue as a test case of autonomy…”  “By not allowing updation of pensions for RBI retirees- while this is taken as a matter of right by Central Government retirees- is tantamount to tyranny. Autonomy is never given, it is earned and taken. The RBI has certainly earned it and it is now for RBI to take its autonomy.”
Although similar views have been expressed in this blog-about Pension updation, and elsewhere- the words of an economist and ex-deputy Governor, should carry more weight with the authorities concerned.
But,how much weight these words shall carry with RBI ? How much ” Delhi bureaucracy” will take steps  for solving the long-standing “Pension updation” in RBI? The circumstances since 10th Bipartite settlement do not allow us to nurture false hopes  from RBI, when governor has expressed his inability to proceed without clearance from ” Delhi Bureaucracy”. Or from the Government which is sitting over the matter despite approval in principle. Even the unions/associations involved seem withdrawn since long and the believers, who have been asking members to wait till September to get something in lieu of pension updation, have also become sceptical. September is retreating like  Monsoon.  In the garb of   elections new scales are not likely to be formed before November and then new further  ideas ” in lieu of pension updation” are likely be floated. We will be hoping against hope and 2016 may dawn with lesser number of pensioners needing updation.
But governor’s well considered  reference to the issue (staff matters in the Annual report para x.28) at least maybe of some help to those who intend to move judiciary in the matter. We are getting a large number of requests for  such an action from our readers.
Readers may offer their comments and suggestions in the blog as well as at Facebook and twitter for a practical and alternative action plan rather than ” hoping against hope” indefinitely.

Respected Sir,

As a former member of Reserve Bank of India, it gives me immense pleasure when the national and global media bestows attention on you and echoes the opinion that the present mood of optimism in our country is due to pragmatic monetary policy followed by you.

Sir, you have been able to resolve the glitches with Government of India on Monetary Policy Committee,your voice is heard with respect, you were the first to prophesise the global financial crisis which hit the global markets in 2008 and at present you are engaged in evolving global rules of game regarding what ought to be allowed in terms of central bank action. You have steadfastly refused to draw in war involving competitive monetary policy easing.

Such being your credentials Sir, may I request on behalf of RBI retirees that in wake of satisfactory solution on OROP (One Rank One Pension) for armed forces personnel,it would not  even be slightly difficult to grant pension updation in RBI.The Chiefs of Staff of Army,Navy and Air Force besides the retired Chiefs have been pleading before the Prime Minister and the President 
regarding the urgency of granting OROP.The Defence Minister while announcing OROP had stated,inter alia,that inspite of huge fiscal burden, as per their committment, they have granted the same.The expression huge fiscal burden is typically not applicable in our case as we have adequate quantum of Superannuation Fund and RBI has recently transferred an amount of Rs 659 billion to the Government of India.

Sir, in the present day world,the real strength of the country lies in the economic development,  it's GDP growth,increase in credit offtake, availability of liquidity,broad and deep financial  markets,an efficient payments and settlement system,robust system of banking supervision,ability to prevent systemic,financial,creit,interest rate, exchange and operational risks which have been taken care of by the banking system  under your guidance and stewardship which the whole world admires.



 Sir,in your overview in Annual Report for 2014-15, you had ,inter alia,stated that "A key factor in RBI's success has been a satisfied staff". You had  averred that since RBI lost more than it should otherwise be comfortable with,a massive restructuring exercise was carried out to make RBI a more attractive employer.In this regard, you also emphasised the importance of compensation to the existing staff and long pending improvement in pensions to RBI retirees.

Sir, such being the noble thoughts  emanating from the Head of our Institution who occupies a unique place in global financial world,it should be a matter of time to translate into reality the dream of RBI retirees for pension updation.

In the light of what has been stated above, may I hope an early and  positive response from you?

Dear All,

As per our unhappy past experience with the Insurance company and TPAs regarding issue of new ID cards, and as the Bank has used the phrase "in due course" instead of prescribing a time limit for issue of new ID cards, retirees may remain vigilant, and in case they do not receive new ID cards within 3 weeks, they should contact the Relationship Managers concerned for immediate issue of ID cards along with details of Hospitals empanelled.

The Policy covers expenses of
~ Hospitalization (room Charges, Doctors/surgeons fees, ICU/lCCU, Medicines,
pathology reports, etc.) on a reimbursement/cashless basis, incurred as a result
of illness and/or accidents as an inpatient in a recognised hospital.
~ Dental treatment following an injury/accident

Wage Revision in PSB's


Dear All,

IBA has signed a wage settlement pact with the United Forum of Bank Unions and a few others, for a 15 

per cent increase in salary and allowances to about a million employees. The wage revision is with effect 

from November 1, 2012, and is valid for five years.

Following a pact between public sector bank (PSB) employees and officers with the management, all 

branches in the country will remained closed on all second and fourth Saturdays from July.

Leaving for Heavenly Abode


Dear All,

In the last meeting condolence was held on untimely demise of our member Sh.Chuttan Lal Sharma who met

with a road accident and lost his life.

In a similar sad note the office lost Sh.Nav Ratan Bhagtani after a prolonged illness. He was to retire in

March,2016.

May their souls rest in peace.

Annual Health Check-Up


Medical Assistance Fund Scheme (MAFS)-Annual Health Check -Up Scheme for Retired Employees
Please refer to the circular CO HRDD. No. G-70/4319/19.01.00/2012-13 dated January 01, 2013 on the captioned subject.
2. In partial modification thereof, it has been decided to enhance the consolidated amount paid
towards Annual Health Check-up to all retired employees who are members of MAF Scheme for 
self/spouse on an annual basis as under:-

            The revised rates will be applicable from July 01,2015 

NEWS

24FEBAS per MOU -the Minutes of the discussions held on 23″’ February 15 between IBA and UFBU , the undernoted salient features have been agreed upon.
1.The wage revision will be
 effective from 01.11.2012.
2.The annual wage
 increase in salary and allowances @ 15% which works out to Rs. 4725 crores on salary slip components.
3.The new scales will be constructed after merging dearness allowance corresponding 4440 points as on November 2011, which works out to 60.15% and adding a load factor of 2% on Basic pay plus Dearness Allowance as on 31st March 2012 amounting to around Rs. 597 crores.
4. Distribution of annual wage increase between Workmen Unions and Officers’ Associations will be worked separately based on breakup of establishment expenses as on 31.03.2012
5.
Every second and fourth Saturday of the month will be a holiday and other Saturdays will be full working days.
6.All others issues of the Managements and Unions/Associations discussed during the process of negotiation will be settled to the mutual satisfaction.
7.The parties will meet on mutually convenient dates to draw out a detailed Bipartite Settlement/Joint Note on the various issues on which consensus position have been reached.
 The parties will endeavour to finalise the Bipartite Settlement/Joint Note within a period of ninety days.

The agreed wage hike is lower than the 17.5% increase given in 2010. The last hike, however, was calculated based on remuneration including pension and gratuity, while this time, the hike is being calculated only on the pay slip component.
The gross increase in pay slip with admissible DA as on 01-02-15  after the merger at 444o (60.15%), roughly comes  to  above 22.5%, if  calculated on 15% increase.
Banks have been making provisions for 15 per cent wage hike in their balance sheet since November 2012.
As regards working hours on Saturdays,RBI would be informed about changes following a formal agreement.After RBI’s notification, changes in banking hours on Saturdays would come into force.The new system is likely to take some time.
On a pay slip basis only, the pay out will cost Rs.4,725 crore annually, as against Rs.2,798 crore in the earlier bipartite settlement.
Including pension and gratuity, last time the hike was at Rs.4,816 crore annually, while
 this time the total hike is about Rs.8,000 crore on an annual basis. Reimbursements related to hospitalization and leave travel allowance will be calculated separately.
IBA had started the negotiation process with a pay hike proposal of 5%, whereas unions demanded 25%. 15% is the average of the 2 extreme proposals.
